## Mit OER hinzu eine Kultur des Teilens
The popularity of OER has been slowly growing in recent years. Still, many questions remain unanswered: How do OER communities actually work together? How are OER created collaboratively? What kind of structures, motivation, and challenges shape collaborative work? How can a practice of a culture of sharing be implemented? These questions will be addressed at the FOERBICO Interim Conference 2026 in Nuremberg, featuring insights from research, voices from the communities, and interactive formats.
Although there are numerous conferences on OER and Open Educational Practices (OEP), the focus is typically on technical issues or the composition of OER. The advantages of OER in educational contexts are also a vital discussion point. These events are crucial for strengthening open educational practices and promoting the production of OER. However, the collaboration of OER communities themselves has hardly been addressed so far.
Our FOERBICO team is addressing this gap: we have been researching OER communities in the field of religious education since August 2024, with a particular focus on collaboration, dynamics, and structures within these groups.
On 24 and 25 February 2026, we would like to present our findings in Nuremberg and discuss them with you.
OER: Towards a culture of sharing
This is the title of our conference, where we will not only discuss the results of our empirical study of religious OER-Communities, but also use them as a basis for considering how efforts to further OER can also promote OEP. We cordially invite you to gain an insight into the everyday reality of religious OER communities.
You can contribute your own experiences or research findings. Headlining Questions will be: How do these communities work together in practice? What different types of communities exist? What role do institutions such as schools or churches play in their development and perpetuation? Together and with an attitude of openness we would like to approach these questions and examine the phenomenon of OER communities from different perspectives. We want to give space to the wishes and needs of the communities and consider together how barriers can be broken down. To promote collaborative work on OER even more strongly, and for OEP to form a basis for the communities.

## What is OER, what is OEP
We follow the definition of OER on David Wiley's work, because it is widely accepted also in the German scientific community [Otto 2019](https://doi.org/10.19173/irrodl.v20i5.4472) as well as [OER](https://open-educational-resources.de/5rs-auf-deutsch/) Info, which is the National Community Portal for Open Educational Resources.

#### Defining the “Open” in Open Content and Open Educational Resources
The terms “open content” and “open educational resources” describe any copyrightable work (traditionally excluding software, which is described by other terms like “open source”) that is either (1) in the public domain or (2) licensed in a manner that provides everyone with free and perpetual permission to engage in the 5R activities:
1. Retain make, own, and control a copy of the resource (e.g., download and keep your own copy)
2. Revise edit, adapt, and modify your copy of the resource (e.g., translate into another language)
3. Remix combine your original or revised copy of the resource with other existing material to create something new (e.g., make a mashup)
4. Reuse use your original, revised, or remixed copy of the resource publicly (e.g., on a website, in a presentation, in a class)
5. Redistribute share copies of your original, revised, or remixed copy of the resource with others (e.g., post a copy online or give one to a friend)
#### Legal Requirements and Restrictions make open content and OER less open
While a free and perpetual grant of the 5R permissions by means of an “open license” qualifies a creative work to be described as open content or an open educational resource, many open licenses place requirements (e.g., mandating that derivative works adopt a certain license) and restrictions (e.g., prohibiting “commercial” use) on users as a condition of the grant of the 5R permissions. The inclusion of requirements and restrictions in open licenses make open content and OER less open than they would be without these requirements and restrictions.

### What is OEP?
**Open Educational Practices (OEP)** characterise the associated open educational practices for OER. They include collaborative methods and approaches for the creation, use, and development of OER. They allow the user to participate in the freedoms that 5Rs achieves actively. OEP relies on technologies and social networks to foster a learning process in which learners actively collaborate, exchange expertise, and learn from one another. The primary focus lies in empowering learners to produce knowledge and actively create their own way of learning. OEP relies on pedagogical concepts that focus on openness and collaboration. OEP promotes the adoption of OER, as well as the practice of collaborative learning and sharing in open networks. OEP aims to improve the teaching and learning environment, as well as to remove barriers within the educational system. Another goal relies on enhancing the quality of education through an open, approachable, and collaborative learning culture, and empowering the involvement of all learners.
**These two concepts contribute to making education more inclusive, accessible, and collaborative.**

# FOERBICO
## FOERBICO
FOERBICO is a research project which is funded by the Federal Ministry for Education, Family Affairs, Senior Citizens, Women, and Youth (BMBFSFJ) and stands for: Fostering open educational practices within religious pedagogical Communities through the development of a coordinated OER-ecosystem.
As a research project, we aim to connect and facilitate exchange between different communities related to religion, to develop common quality criteria and metadata standards. So that valuable OER can be incorporated into various resource pools and made compatible, allowing them to be more widely distributed, further developed, and used by a broader audience.
The research team comprises three institutions: the Comenius Institute (CI), the Professorship for Religious Education and Media Didactics at Goethe University Frankfurt (GU), and the Department of Religious Education at the University of Erlangen-Nuremberg (FAU).

The Department of Religious Education and Didactics of Protestant Religious Education at Friedrich-Alexander University Erlangen-Nuremberg (FAU) focuses on the theory and practice of Protestant religious education, as well as questions related to religious education. The focus is on teaching religious content in schools, developing pedagogical models and methods, and researching the processes of religious learning. The aim is to prepare students for reflective and practical work in religious education and to contribute to the further development of this area of education.

**Prof. Dr. Manfred Pirner**
Prof. Dr. Manfred Pirner is Professor of Religious Education and Didactics of Protestant Religious Education at FAU. His research focuses on religious education, religious socialisation, and intercultural and interreligious education. He extensively addresses questions of religious education in pluralistic societies and the role of religion in the public sphere. He is also involved in the development of innovative didactic approaches for religious education.

**Phillip Angelina**
Phillip is a research assistant to Prof. Dr. Manfred Pirner at the Department of Religious Education and Didactics of Protestant Religious Education / Research Centre for Public Religious Education. His focus in the FOERBICO project is empirical accompanying research.
